For repair of Irrigation Canals in Kalpa Block, Distt- Kinnaur, Himachal Pradesh

1.Introduction 

Appropriate Technology India (AT India), an Indian NGO registered under the Societies Act 1860 has been working in Uttarakhand since 1994 with dual objectives of biodiversity conservation and economic development. These objectives can be achieved only when the local communities secure economic and managerial control over their natural resources and have access to necessary information technical and financial. support. This incentive motivates them to work actively toward the long-term conservation of these resources This premise continues to inform AT India's strategy to assist village communities in Uttarakhand towards conserving their natural resources and biodiversity while developing economic opportunities through enterprise utilizing natural resources (natural resources-based products and NTFP) in an equitable. economically and environmentally sustainable manner. 

2. Scope of Work

Project Details

The contractor shall provide all labour, materials, tools, equipment, transportation, head-load carriage, scaffolding, shuttering, site preparation, debris disposal, and all other resources necessary for successful completion of the work.

Major Activities

• Site clearance and jungle removal.
• Excavation in all types of soil and rock.
• Removal of slips, landslides, silt and debris.
• PCC works.
• Centering and shuttering.
• Cement plastering and finishing.
• Demolition of damaged concrete sections.
• Disposal of excavated and dismantled material.
• Site restoration and cleaning.

All works shall be executed as per approved specifications and directions of the Engineer/Project Representative.

Technical Specifications

The work shall be executed strictly as per the BOQ specifications provided by AT India.

Important Note

The BOQ Template must not be modified or replaced by the bidder.

Bidders shall fill only:

• Vendor Name
• Unit Rate
• Amount

Failure to comply may result in rejection of the quotation.

Rate Inclusion

Quoted rates shall be inclusive of:

Material Cost, Labour Cost, Transportation Cost, Head Load Carriage up to Site , Loading and Unloading, Scaffolding, Shuttering, Site Preparation, Debris Disposal, Safety Measures, Miscellaneous and Unforeseen Charges, All Leads and Lifts Required for Completion of Work, GST shall be indicated separately.

3. Eligibility Criteria

Interested bidders must fulfil the following criteria:

• Registered Contractor, Firm, Proprietorship, Partnership, Cooperative Society, SHG Federation, FPO, or Construction Agency.
• Possess valid PAN and GST Registration.
• Experience in civil construction, irrigation channels, water structures, retaining walls, community infrastructure, or similar works.
• Demonstrated capability to undertake works in remote and hilly terrain.
• Adequate manpower and technical resources for timely completion of work.

4. Documents to be Submitted

The bidder shall submit the following documents:

1. Firm/Agency Registration Certificate.
2. PAN Card Copy.
3. GST Registration Certificate.
4. Bank Account Details (Cancelled Cheque/Passbook Copy).
5. Experience Certificates/Work Orders of Similar Nature.
6. Signed and Stamped BOQ.
7. Signed Acceptance of Terms and Conditions.

5. Delivery Location

Project villages, Kinnaur District, Himachal Pradesh (exact locations to be provided at the time of order placement).

6. Terms and Conditions

• Payment shall be made based on actual measurements and verified quantities.
• Running and final bills shall be certified by the authorized representative of AT India.
• GST-compliant invoices must be submitted.
• Applicable statutory deductions shall be made as per prevailing rules.
• Rate quoted shall be inclusive of all applicable taxes.
• The bidder must possess a valid PAN Number and GST Registration Number applicable for civil construction works and shall enclose self-attested copies thereof along with the quotation.
• The quotation form shall be typed or neatly written in ink, accompanied by a covering letter, and submitted in a sealed envelope on the prescribed format to AT India before the specified deadline.
• The quotation shall be signed by the bidder or an authorized representative.
• No quotation shall be accepted after the prescribed date and time of submission.
• Overwriting, alterations, or use of correction fluid/whitener shall not be permitted in the quotation.
• The quoted cost shall include the cost of materials, labour, transportation, head-load carriage up to the specified lead distance, tools, equipment, scaffolding, shuttering, and all other expenses required for completion of the work. Payment for materials shall be made only for approved quality materials.
• The quotation must be submitted on the contractor's official letterhead containing complete firm details and duly signed and stamped.
• Quotations shall be accepted only at the specified address and must be submitted either by hand in hard-copy format or through post/courier.
• The Tender Committee of Appropriate Technology India (AT India) reserves the right to accept or reject any or all quotations without assigning any reason. Incomplete or conditional quotations shall be rejected. No correspondence regarding the tender decision shall be entertained. Canvassing in any form shall lead to disqualification of the bidder.
